Kazakhstan strengthens its systemic fight against cyber fraud: What was discussed at the Anti-Fraud Forum?

Cyber fraud in Kazakhstan has moved beyond isolated incidents and has become a systemic threat to the financial and personal security of citizens. This conclusion was reached by participants of the Anti-Fraud Forum “Cyber Financial Shield of Kazakhstan,” which brought together representatives of government agencies, the financial sector, law enforcement, the IT industry, and international organizations.

According to forum participants, 26.3 thousand internet fraud cases were recorded in 2025, representing an 86.1% increase compared to the previous year. At the same time, fraud schemes are becoming increasingly organized and transnational.

Kazakhstan has developed a multi-layered anti-fraud system, with the Anti-Fraud Center of the National Payment Corporation of the National Bank of Kazakhstan serving as its key component.

The Anti-Fraud Center has become a unique instrument in the region, largely due to the “single room” effect, where banks, telecom operators, and law enforcement agencies operate within a unified framework. This model has enabled not only the prevention of individual transactions, but also the systematization of fraud typologies, identification of average transaction patterns, detection of vulnerabilities within fraud chains, and definition of key areas for further development.

At the same time, prevented cases—where transactions are stopped before funds are debited—rarely enter the public domain, while public attention remains focused on incidents where losses have already occurred. This creates a perception gap in assessing the effectiveness of anti-fraud efforts.

A key focus of the forum was the transition from reactive measures to proactive protection. Participants emphasized the need to expand the implementation of anti-fraud systems across digital market participants, broaden the ecosystem of the Anti-Fraud Center, and enhance data sharing to strengthen and enrich anti-fraud rules.

As part of this approach, the Anti-Fraud Center has outlined a phased development roadmap. This includes the introduction of AI agents to support and optimize the work of law enforcement agencies, the implementation of transaction-level anti-fraud mechanisms at the level of payment systems as a second line of defense, the integration of digital market participants (including digital asset providers and marketplaces), and the development of cooperation with anti-fraud centers in neighboring countries.

“Today, our key objective is to shift the fight against cyber fraud to the stage before a transaction is executed. We are building a system where banks, telecom operators, and law enforcement agencies operate as a unified ecosystem, with decisions made in near real time. The transition to a predictive model will allow us to increasingly stop fraud at the attempt stage, rather than after the fact,” said Aynura Izmailova, Director of the Anti-Fraud Department – Anti-Fraud Center of the National Payment Corporation of the National Bank of Kazakhstan.

The forum’s key conclusion is that effective counteraction to cyber fraud is only possible through full coordination between the state, the financial sector, telecom operators, and society. In this system, the Anti-Fraud Center of the NPC acts as an integrator, enabling real-time data exchange and rapid response.

Participants also addressed widespread myths about cyber fraud. The data presented showed that financial institutions are already preventing billions of tenge in losses, law enforcement agencies are improving effectiveness, and the introduction of liability for money mules (“droppers”) is shaping new enforcement practices. At the same time, cybercrime is increasingly characterized by organized, transnational networks.

Special attention was given to the role of citizens: the share of Kazakhstanis able to recognize fraudulent schemes has reached 62.9%. The resilience of the system directly depends on the level of digital literacy and the development of a culture of cybersecurity.

Following the forum, a resolution was adopted and will be submitted to government bodies, the National Bank, financial institutions, and international organizations. The document establishes the fight against cyber fraud as a national security priority and outlines measures to strengthen the protection of citizens and the economy.

Deputy Chair of the Management Board of the National Payment Corporation of the National Bank of the Republic of Kazakhstan JSC, Assel Marchenko, has been awarded the state decoration — the “Qurmet” Order. The award was presented on behalf of the President of the Republic of Kazakhstan by the Akim of Almaty, Darkhan Satybaldy.

At NPC JSC, Assel Maratovna is responsible for ensuring the uninterrupted operation of the payment infrastructure and the accessibility of payment systems. Under her leadership, projects are being implemented to enhance the speed and security of financial transactions and to introduce new digital technologies, ensuring stable interbank interaction and the daily processing of millions of transactions for citizens and businesses.

The independence of financial infrastructure and the security of payments are key components of Kazakhstan’s digital sovereignty and the resilience of the national economy.

Digital Tenge: implementation results

The National Payment Corporation and the National Bank of the Republic of Kazakhstan have published a White Paper outlining the progress of the Digital Tenge project and the work carried out in 2025. The document summarizes the platform’s limited production phase and outlines key achievements that have become the foundation for the transition to full-fledged industrial operation of the national digital currency.

By 2025, the project’s primary focus was on scaling up practical use cases for the Digital Tenge and integrating the platform into existing financial and government infrastructure. Pilot projects enabled testing the programmable payments in real economic processes and confirmed the platform’s technological sustainability.

One of the key areas of work was the use of the Digital Tenge in state-related payments. Eight scenarios were implemented as part of the Digital Tenge pilot projects by the end of 2025. These scenarios ensured the targeted use of budget funds in various fields including financing infrastructure projects, implementing public procurement, supporting entrepreneurship, and other government programs. The use of programmable mechanisms enabled the transparency of fund flows and improved the manageability of budget expenditures.

During the platform’s limited production phase, 336.6 billion Digital Tenges were issued and over a thousand transactions were conducted. The results confirmed the platform’s technological and operational viability and its readiness for further scaling up.

The “Digital VAT” scenario was also enhanced in 2025. Within the framework of this scenario, the value-added tax (VAT) amount is automatically marked upon payment and can only be used for subsequent payments within the supply chain or for transferring the tax to the state. The scenario’s architecture linked payments with electronic invoices and created an end-to-end digital transaction trail, thus increasing the transparency of tax administration and speeding up VAT refunds for exporters.

The development of a programmable payment mechanisms was one of the milestones achieved in 2025. Two types of programmability (“marking” and “holding”) were tested in various pilot projects. The mechanism of “marking” enabled setting conditions for the use of funds and tracking their movement within the supply chain, while the “holding” mechanism can automatically execute payments upon the occurrence of confirmed events (for instance, registration of a deal or contract terms being fulfilled).

Another direction of ​​work in 2025 was exploring the potential of cross-border payments using central bank digital currencies (CBDC). Preliminary studies and technological tests (including interactions between various jurisdictions’ CBDC platforms) were conducted. Obtained results confirmed the potential of using national digital currencies to accelerate cross-border payments.

The work completed in 2025 has prepared the Digital Tenge platform for the next stage of development—transition to full-scale industrial operation. The experience from conducted pilot projects has demonstrated that the national digital currency can be effectively used in budgetary processes, tax administration, and other areas requiring high transparency and payment automation.

The White Paper of 2025 demonstrates the results of the limited production phase and identifies areas for further development of the Digital Tenge ecosystem. It includes scaling existing scenarios, developing new services based on programmable money, and expanding interaction with financial market participants.

The National Bank of Kazakhstan and the National Payment Corporation of Kazakhstan announce the publication of the final report on the implementation of a digital currency in the Republic of Kazakhstan, “Digital Tenge: White Paper 2025”

This document presents the results of the Digital Tenge project as of the end of 2025, including the outcomes of scaling payment scenarios involving government participation, the corresponding development of regulation and business processes, insights gained from pilot projects, and outstanding issues.

The report also outlines the directions for the further evolution of the Digital Tenge ecosystem and key conclusions drawn during the two-year pilot industrial operation of the platform.

The work carried out in 2025 focused on the transition from targeted pilot projects and limited use cases to the full integration of the Digital Tenge into the national payment infrastructure, scaling its use in government-related payments, and preparing for the launch of the platform’s full-scale industrial operation.

In 2025, particular attention was also given to cross-border payments based on central bank digital currencies (CBDCs) and to the development of promising retail use cases. The results obtained demonstrate the significant potential of the Digital Tenge as one of the fundamental elements of Kazakhstan’s national digital financial infrastructure.

The work undertaken also confirmed the technological and operational viability of the Digital Tenge platform and its readiness for industrial deployment. In addition, in 2025, key directions were identified for the further development of Digital Tenge functionality in the areas of programmability and the implementation of smart contracts.

The results achieved make it possible to state that the Digital Tenge platform is ready to be scaled for implementation across all types of public expenditure in accordance with the instruction of the Head of State. The corresponding Roadmap is planned to be presented in April 2026

An updated Board of Directors has been formed at the National Payment Corporation of Kazakhstan. The new members include Erlan Ashykbekov and Askar Zhambakin. Their appointment strengthens the NPC’s strategic expertise in the development of payment infrastructure, digital technologies, and corporate governance.

The key objective of the Board’s renewal is to reinforce the Corporation’s focus on innovation and the sustainable development of the national payment system. Amid rapid economic digitalization, it is particularly important that payment solutions become even faster, more convenient, and more secure. The updated Board of Directors of the NPC will focus on the implementation of advanced payment technologies, the development of digital services, the protection of customers against fraud, and the expansion of cashless payment opportunities for both individuals and businesses.

“Our goal is to build a reliable, technology-driven, and accessible payment ecosystem capable of meeting future challenges and supporting the country’s economic development. We are strengthening our focus on innovation, including the application of artificial intelligence–based solutions, as well as on the development of intelligent payment management and security systems. Erlan Ashykbekov is one of the leading experts in payment systems and financial technologies.
