The National Payment Corporation has summarized the results of the first quarter for the implementation of the National Digital Financial Infrastructure

At the QBR of the National Bank, the Chairman of the Board of the National Payment Corporation, Zhanar Samayeva, presented the key results of the first quarter of 2025 regarding the implementation and development of the National Digital Financial Infrastructure (NDFI).

The NDFI covers the entire range of digital payment solutions and combines tools for interbank interaction, digital trust infrastructure, data exchange systems, and fraud prevention mechanisms.

Key achievements of Q1 2025:

  • Up to 90% of the country’s payment turnover passes through the NDFI infrastructure.
  • The average daily transaction volume amounted to 5.7 trillion tenge.
  • Approximately 3 million biometric identifications were recorded per month.
  • Fraudulent transactions worth over 2 billion tenge were blocked.

Open API and P2P transfers

Since March 2025, the industrial operation of the P2P service via phone number has started. Test transfers between customers of different banks are already available in 3 banks. Throughout the year, it is planned to gradually connect all digital second-tier banks.

Anti-fraud center

The anti-fraud platform, based on the data of the NPCK, operates in partnership with 169 participants. During the quarter, over 36,000 incidents were recorded, more than 2 billion tenge was blocked, and 141.3 million tenge was voluntarily returned to customers.

Artificial intelligence is used to analyze incidents: the most common ones include false calls, false investment schemes, and phishing websites. The launch of the AI model is planned for Q2 2025.

Digital Tenge

Digital tenge is being introduced as a tool for controlling the targeted use of state funds. In Q1, two key mechanisms were implemented – marking and holding of funds. Over 250 billion digital tenge has been issued into circulation.

Pilot scenarios are already in place for the return of investment subsidies, targeted lending, VAT administration, marking funds in public procurement, and transfers from the National Fund.

Unified QR code

A payment system with a unified QR code has been developed and is ready for implementation. Negotiations with banks are underway, and the pilot launch is scheduled for the third quarter of 2025.

The National Bank of Kazakhstan (hereinafter referred to as the NBK) and National payment corporation of Kazakhstan (NPCK) published the annual report “On the development of the National Digital Financial Infrastructure” (NDFI). The document summarizes the results of the NDFI’s work over the past year and defines strategic goals for the future.

The main areas of infrastructure development include:

  1. Ensuring secure and uninterrupted transactions, including transactions with digital currency.
  2. Implementation of digital services for biometric identification and consent management.
  3. Secure data exchange between participants and service providers through open APIs.

In 2024, the key area of ​​NDFI development was the creation of new elements of the payment infrastructure, as well as the development of the existing infrastructure to ensure secure and transparent interaction between market participants.

The launch of the Interbank Payment Card System, Open API and Anti-Fraud Center has strengthened financial inclusion (accessibility), increased the level of security and strengthened the sovereignty of domestic transactions.

Currently, the existing infrastructure of the NBK processes more than 350,000 transactions worth 5.9 trillion tenge per day and conducts more than 2.5 million digital identifications per month.

In addition, in 2024, as part of the second phase of the Digital Tenge project, new scenarios for using digital currency in government and programmable payments were tested, and the foundation was laid for full-scale implementation in the country’s economy.

The NDFI is a strategic project that contributes to the creation of a flexible, sustainable and competitive financial system, providing equal access for all market participants. It should be noted that the operator of the NDFI is the National Payment Corporation of the NBK.

ALMATY, KAZAKHSTAN – JULY 3, 2024 – RISE Research, in collaboration with the National Payment Corporation of Kazakhstan, Mastercard, and Tarlan Payments, has conducted an extensive analysis of Kazakhstan’s fintech market. This study included a comprehensive survey, with participation from over 100 companies specializing in financial and payment technologies.

According to the data obtained, Kazakhstan is leading the development of digital finance among CIS and European countries*. In May 2024, the share of non-cash payments in Kazakhstan reached a record high of 89%. Additionally, from 2019 to 2023, the number of active online banking users increased 4.6 times, growing from 5 million to 23.1 million.

“Kazakhstan is a global leader in the development of cashless transactions. Over the past five years, the number of non-cash transactions has increased more than twenty-fold, now accounting for 89% of retail turnover. Competition drives the market to enhance services and introduce innovations. Transparent ‘game rules’ and equal access to the Digital Financial Infrastructure, overseen by the National Payment Corporation of Kazakhstan, are fundamental to fostering this competitive environment. We intend to continue supporting and developing innovative solutions to ensure that end consumers benefit from better, more economical, and convenient financial services,” said Binur Zhalenov, Chairman of the National Payment Corporation of Kazakhstan.

The growth of the fintech industry is bolstered by the advancement of the country’s venture capital sector.  Over the past five years, the number of fintech startups has reached a total of 200 companies, solidifying Kazakhstan’s position as a leader in attracting venture capital investments. The industry accounted for 40% of all venture capital financing in Kazakhstan in 2023.

“Kazakhstan strives to become the leader in the region in terms of fintech development, and Mastercard has been supporting this goal for many years. We have observed rapid growth in this sector in recent years: new payment solutions such as tokenized payments, fintech solutions for SMEs, artificial intelligence and Blockchain projects, investment platforms, digital insurance products, and much more are actively developing. In this report, together with our partners, we aimed to understand the Kazakhstan experience in fintech development and analyze the main trends for the near future. We hope this research will aid in the development and implementation of projects that expand the supply of innovative fintech products to Kazakhstanis, as well as attract investments in the industry,” said Sanzhar Zhamalov, Mastercard, Country Manager in Kazakhstan and Central Asia.

The banking sector remains the main driver of the development of financial and payment technologies in the country. Meanwhile, over the past five years, the number of non-banking fintech startups has quadrupled. More specialized areas have emerged, including crypto exchanges, eKYC, AML, anti-fraud, and digital lending, indicating the expansion and deepening of the fintech ecosystem and the growing sophistication of market participants. 

“According to the report, both international payment systems and local solutions are actively used in this country. This confirms the high level of integration of our market into the global financial ecosystem and the readiness of local players to enter the international arena. I believe fintech companies in Kazakhstan have every chance and opportunity to achieve this,” said Andrey Sedenko, CEO of Tarlan Payments.

The maturity of the Kazakh fintech market is also evidenced by a key trend of recent years: the synergy between traditional banks and startups, including those in fintech, e-commerce, and other sectors. In these collaborations, banks act as key partners and investors. The market’s development throughout its history has been accompanied by the active role of regulators. This includes legislative reforms, programs, and strategies, as well as the creation of a digital financial infrastructure, all of which have played a key role in stimulating the growth and development of the fintech sector.

According to experts, the development of the fintech ecosystem in Kazakhstan has been ongoing since the country gained independence. However, the last eight years have been particularly significant due to regulatory measures, notable events, and key initiatives.

On June 20, 2022, Kazakhstan launched the Instant Payment System (IPS). IPS allows making instant transfers by phone number and payments by QR code between participants of the payment market (second-tier banks and payment organizations) on the territory of Kazakhstan.

To date, 7 banks are members of the System:

  2. JSC «First Heartland Jusan Bank»
  3. JSC «Kazpost»
  4. JSC «Bereke Bank»
  5. JSC “Bank Freedom Finance Kazakhstan”
  6. JSC «ForteBank»
  7. JSC «Bank CenterCredit»

In three months the number of transactions in the IPS reached 18 thousand. The volume of transactions through the IPS during this time exceeded more than 1.6 billion tenge.

Active work is underway to connect the remaining participants of the payment market by the end of this year. As new participants are connected, further development of IPS interbank services is expected for the population and business.
