Identification Data Exchange Center (IDEC)

 

The Identification Data Exchange Center (IDEC) serves as the operational hub for the interbank money transfer system, facilitating collaboration among banks to share customer data from various sources for identification purposes.

The Identification Data Exchange Center (IDEC) system was developed to enable clients to access financial services remotely, aligning with the state program “Digital Kazakhstan” (Government Resolution No. 827, dated December 12, 2017). The IDEC has been in operation in Kazakhstan since 2020. In 2023, efforts were undertaken to modernize the IDEC as part of the Concept for the Development of Open API and Open Banking in Kazakhstan for 2023-2025.

The primary objective of the IDEC is to assist financial institutions and other organizations in effectively verifying clients while providing services remotely, thus ensuring the protection of citizens’ data.

 

The COID is founded on several key principles:

  • Protection of the rights and interests of individuals and citizens
  • Compliance with Kazakhstan’s legislation on personal data and its protection during the data provision process
  • Confidentiality of sensitive personal data
  • No preferential treatment in processing requests
  • Real-time reception and processing of requests

Services Provided by IDEC:

  1. Facial Image Matching Service: Matches photo IDs for accurate identity verification.
  2. Two-Factor Identity Authentication Service (FinID): Enhances security through dual verification methods.
  3. Cloud-Based E-Signature Management Service (E-sign): Streamlines electronic signature processes in a secure cloud environment.
