TARIFFES

of Joint Stock Company “National Payment Corporation of the National Bank of the Republic of Kazakhstan”

for provision of services in the “Identity Data Exchange Center” system (hereinafter – IDEC)

Tariffs for photo matching shall come into effect in 30 (thirty) calendar days from the date of posting on the Company’s official website.

1. The cost of the photo matching service

 (calculation is made depending on the number of requests within a calendar day, according to the time of Almaty city in tenge, excluding VAT):

IDEC’s commission charged from the Banks for 1 session Z3=(X1*K3)+(Y1*K3),

but not more than 400.00 tenge

Where:

X1 – biometrics provider’s commission not exceeding 40 tenge;

Y1 – IDEC’s commission is equal to the amount of the biometrics provider’s commission, but not less than 20 tenge;

K3 – differentiation coefficient is 5;

Z3 is a differential tariff for customers.

 Z2=(X2*K2)+(Y2*K2),

but not more than 210.00 tenge

Where:

X2 – biometrics provider commission not more than 35 tenge;

Y2 – IDEC’S commission is equal to the amount of the biometrics supplier’s commission, but not less than 20 tenge;

K2 – the differentiation coefficient is 3;

Z2 is a differential tariff for customers.

 Z1=(X3*K1)+(Y3*K1),

but not more than 60.00 tenge

Where:

X3 – biometrics provider’s commission not exceeding 30 tenge;

Y3 – IDEC’S commission is equal to the amount of the biometrics supplier’s commission, but not less than 20 tenge;

K1 – differentiation coefficient is equal to 1;

Z1 is a differential tariff for customers.
IDEC’s commission charged to a bank connected to the Interbank Information Exchange System via OpenAPI that offers its customers interbank transfers by phone number and QR payments. The fee is applied for each verification made. Cost for the first

but not more than 80.00 tenge

Where is:

X6 – biometrics provider’s commission not exceeding 40 tenge;

Y6 – CDD commission  is equal to the amount of the biometrics provider’s commission, but not less than 20 tenge;

Z6 is a differential tariff for customers.

 Z5=(X5+U5),

but not more than 70.00 tenge

Where is:

X5 – biometrics provider’s commission not exceeding 35 tenge;

Y5 – CDD commission  is equal to the amount of the biometrics provider’s commission, but not less than 20 tenge;

Z5 is a differential tariff for customers.

 Z4 = (X4 + U4),

but not more than 60.00 tenge

Where is:

X4 – biometrics provider’s commission not exceeding 30 tenge;

Y4 – CDD commission  is equal to the amount of the biometrics supplier’s commission, but not less than 20 tenge;

Z4 is a differential tariff for customers.

 Z8=(X8+U8),

but not more than 50.00 tenge

Where is:

X8 – biometrics provider’s commission not exceeding 25 tenge;

Y8 – CDD commission  is equal to the amount of the biometrics supplier’s commission, but not less than 20 tenge;

Z8 is a differential tariff for customers.

 Z7=(X7+U7),

but not more than 40.00 tenge

X7 – biometrics provider’s commission not exceeding 20 tenge;

Y7 – CDD commission  is equal to the amount of the biometrics supplier’s commission, but not less than 20 tenge;

Z7 is a differential tariff for customers.

Photomatch Service Pricing for Non-Profit Organizations

Non-profit organizations involved in mandatory deposit insurance, pension contribution management, and pension payments can access IDEC’s photomatch service through the Digital Service Center (DSC).

The service cost includes:

  • A monthly subscription fee of 15,000 tenge per client seat.

  • An additional base commission from the biometric Service Provider, calculated based on the actual number of photomatch operations performed.

Please note: the minimum monthly payment to IDEC for this service is 15,000 tenge per client seat, regardless of usage volume.

Tariffs for services provided by Joint-Stock Company “National Payment Corporation of the National Bank of the Republic of Kazakhstan” in 2025 were approved by the decision of the Board of Directors of Joint-Stock Company “National Payment Corporation of the National Bank of the Republic of Kazakhstan” dated December 26, 2024 N20.
