Anti-fraud Center

 

As part of the planned pilot project, data exchange is envisaged in three directions:

  • Completed transactions.
  • Information about attempts of fraudulent activities.
  • Non-transactional data (patterns).

Due to the active development of digital services and the widespread transition to non-cash payment methods, there is a rise in fraudulent operations and unauthorized access to sensitive information. Increasingly, social engineering methods are used for such activities, such as messages from “acquaintances” requesting money, calls from the “bank security service,” and others. In these scenarios, individuals unwittingly provide fraudsters with banking, personal, and confidential information.

In order to detect and prevent fraudulent transactions, financial organizations take various preventive measures. However, the actions of financial institutions do not effectively combat internet and telephone fraud, resist international fraudulent criminal groups, and prevent social engineering.

The creation of an Anti-Fraud Center (hereinafter referred to as the “Center”) within the Corporation involves the collection and processing of data on payments and money transfers with signs of fraud; consolidation of “black” lists in a unified API format for subsequent transmission to financial market participants; collection, storage, and exchange of information about fraud incidents in the financial market and the transmission of information about payment transactions with signs of fraud to law enforcement agencies.

As part of the planned pilot project, data exchange will occur in three directions:

  • Completed transactions.
  • Information about attempts of fraudulent activities.
  • Non-transactional data (patterns).

Additionally, the pilot will implement the capability to create a “gray” list based on information received from Center participants. The Center will also handle requests from banks that initially submitted information for inclusion in the list, with subsequent updates and exclusions as needed.
