The first step on the path to connectivity is choosing the System you want to work with. Depending on the needs of your company, you will be able to choose one of the available systems provided by JSC “NPC”. This decision will determine which services will be available to your organization and what technical features will be required to use them.

Initially, the Bank must obtain an appropriate License from the National Bank of the Republic of Kazakhstan (hereinafter, the NBRK), which confirms its right to conduct banking activities in accordance with the established procedure.

After receiving the License, the Client simultaneously enters into a Contract with the National Bank of the Republic of Kazakhstan and JSC “NPC”.

ISMT — The Interbank Money Transfer System is an electronic money transfer system whose users include the National Bank of the Republic of Kazakhstan, the Treasury of the Ministry of Finance, the National Agency for Government for Citizens, second-tier banks, the Kazakhstan Stock Exchange, the Central Securities Depository, and non-banking financial organizations.

ISMT was put into industrial operation in December 2000 by the National Bank and NPC.

ISMT is an electronic money transfer system whose users include the National Bank of the Republic of Kazakhstan, the Treasury of the Ministry of Finance, the National Agency for Government for Citizens, second-tier banks, the Kazakhstan Stock Exchange, the Central Securities Depository, and non-banking financial organizations. Each user of the system has an account with the National Bank. ISMT operates every day of the week, except holidays and weekends.

 

The Banking Message Exchange System (BMES) encompasses the following functions:

  • Receipt, monitoring, processing, and distribution of message flow.
  • Verification of sequential numbering for both incoming and outgoing messages.
  • Maintenance of archives for all messages.
  • Capability to operate through communication channels using modern network technologies.

All messages received from senders and checked in BMES are forwarded to ISTD, Clearing, SMEP or other users of the system if no errors are found in them.

 

BMES allows you to receive and process both financial information intended for the payment system and other user information formatted according to the rules of the payment system.

Signing of Contract (Accession) for the Provision of Services for the Financial Automated System for Transport Information (FASTI). This Contract regulates the Provision of Service of the Certification Center in the systems of “National Payment Corporation” JSC and is an important step for the official connection of your organization to our system.

The Contract includes:

  • Description of rights and obligations of the parties;
  • Terms of Service of FASTI;
  • Other legal issues that will ensure reliable and secure cooperation.

To sign the Contract, you will need to provide the following package of documents:

  1. Certificate / Letter of confirmation of State Registration of a Legal Entity.
  2. The Order and Record (decision) on the appointment of the First Head of your organization.
  3. Certificate of VAT registration.
  4. Corporate charter.

These documents will help us to formalize the Contract correctly and verify the validity of your request to connect to the Service. Please prepare all the necessary documents in advance so that the signing process is quick and without delay.

After signing the Contract, we will proceed to further steps to connect and configure your work with the FASTI system.

As part of this step, your organization enters into an agreement with the Identification Data Exchange Center (IDEC) for the provision of a photo matching service and two-factor authentication + cloud-based electronic digital signature.

  1. Contract with the Participant
    This agreement regulates the terms of use of image matching services within the framework of the IDEC. The Contract will describe:
    • Responsibilities of the parties;
    • Terms of provision and use of Services for image processing and matching;
    • Procedures for data exchange and information security;
    • Terms of Service and reporting conditions.
  1. Contrsct on the provision of certification Center Services in the systems of JSC “NPK”
    The next stage is the conclusion of a Contract with the Certification Center for working with the systems of JSC “NPK”.
  2. Selecting a communication channel for connection:

After signing the aforementioned Contracts, the Client will be asked to choose the best way to connect to the System, including the ability to connect via dedicated communication channels that provide a higher degree of security and stability.

As part of this step, your organization enters into a Contract with a Center for the exchange of data on fraudulent transactions. In the second step, the organization must conclude a Contract with the Center for the exchange of data on fraudulent transactions. This includes the following actions:

  1. Execution of the Contract:

Signing of the Contract on the Provision of Services of the Certification center (the document is in Word format).

  1. Connecting to dedicated communication channels:

Using an email template to connect to dedicated communication channels via IPSEC protocol. – If you need to connect via VPN, use a separate email template to configure it.

  1. Registration of applications for connection to the Anti-fraud Center system:

Filling out and submitting an application for membership (Appendix 1).

Making an application for connection to the System (Application 2).

After completing all these actions, the organization will be ready to integrate with the anti-fraud center system.

At this stage, your organization must conclude an Adhesion Contract with the system operator, which will regulate the terms of provision of services for routing, message processing, clearing and settlements between participants.

Signing of Contract (Accession) for the Provision of Services for the Financial Automated System for Transport Information (FASTI). To successfully connect to the Clearing System, follow these steps:

  1. Bank registration:
    Initially, the Bank must obtain an appropriate License from the National Bank of the Republic of Kazakhstan (hereinafter, the NBRK), which confirms its right to conduct banking activities in accordance with the established procedure. After receiving the license, the client simultaneously enters into a Contract with the National Bank of the Republic of Kazakhstan and JSC “NPC”.
  2. Executive a Contract with ISMT and BMES:
    After registration is completed, it is necessary to conclude a Contract on the Interbank Money Transfer System (ISMT), the Banking Message Exchange System (BMES).

 

Payment documents in clearing are processed according to the principle of multilateral settlement. Since a significant amount of retail payments is concentrated in Clearing, the turnover of money increases. Money for final settlement is required only once at the end of the Clearing business day, and the amount of money required is limited by the amount of the net debit balance, so it can be used by users for other purposes during the day.

To successfully connect to the Clearing system, follow these steps:

  1. Bank registration:

Mass Electronic Payment System – SMEP.

One of the payment systems of the Republic of Kazakhstan. Developed at the end of 2011 by the National Bank to conduct guaranteed urgent payments from the client’s bank account with minimal financial costs.

The system provides the ability to create and offer various services to bank clients based on fast, inexpensive, guaranteed payments for small amounts, without risking their scheduled interbank settlements.

SMEP users include banks and non-banking financial institutions.

The user’s tasks include receiving payments from their clients by any acceptable means, transferring payments to SMEP as quickly as possible, notifying their clients of incoming funds by any available means agreed upon between the user and their client.

At the end of the operational day, the SMEP user must ensure the availability of funds in the ISMT account to settle their net position formed in SMEP.

Thus, for the user’s clients, payments are made in a mode close to real-time, and for the user itself, the settlement of a multilateral clearing position is ensured once a day.

At this Stage, your organization enters into two key Contracts to connect to Interbank Systems: Standard contract for the provision of services in the interbank money transfer System (IMTS) and Standard contract for the provision of services in the Banking Message Exchange System (BMES).

  1. Execution of Standard contract with ISMT (Interbank money transfer System):

ISMT provides services for the exchange and transfer of funds between banks and financial institutions. The conclusion of a Contract with the ISMT includes the following main stages:

  1. Execution of Standard contract with BMES (Banking Message Exchange System):

BMES provides the exchange of financial messages, including international payments, trade transactions and other types of communication between banks. This Contract regulates the terms of connection and interaction with the messaging system.

    Software VIDo is one of the client applications for working with the FASTI System. It is made in the standard Windows OS design, using Windows File Explorer elements, and provides users with an intuitive and user-friendly graphical interface.
  3. CryptoSocket
    Software for organizing secure Internet connections using cryptographic data protection methods. CryptoSocket guarantees the encryption of all data transferred between your organization and the FASTI System.

How to install the Software:

  • For each of the above-mentioned software products, you will be provided with detailed installation and configuration instructions.
  • After installing the software, testing will be required to ensure the correct operation of the system and data security.
